“Creating data” can take a lot of different forms, but crucially, it involves you doing the observation, or the transformation of some other medium (e.g. text, photos, etc.) into data, or gathering things into a data set. You don’t have to have created the other medium / material you’re transforming yourself, but you should be the person making the decisions about what to include, how to transform it, etc.
